ATHERINGTON PARISH COUNCIL


Minutes of the meeting held on Tuesday 19 July 2016 at the Church Hall, Atherington at 8.15pm.


Present:Cllrs Mrs M Beauchamp, A Boyce and Ms C Norman.


In the absence of the Chairman, Cllr Boyce (Vice Chairman) took the chair.


In attendance:     4 parishioners, Parish Clerk.

 

35.Police Report

No report received.


36.Matters Raised by the Public

The Church had received a response from Highways, again refusing to place a weight limit on Barnstaple Hill, claiming that there had only been four minor incidents since 2014.

It was noted that damage being sustained to the Church Hall by HGVs was considerable.

It was agreed to contact Highways to enquire whether it was the cost that was the problem to introducing a weight limit. If this was the reason, to enquire the total cost.


It was reported that the traffic lights outside Springfield had been the subject of a report on BBC Spotlight. It was noted that a Road Closure Order had now been issued to enable the work to be carried out.

Apologies for absence were received from Cllrs W White, J Frayne and County Councillor R Edgell.

39.Approval of Minutes of meeting held on 21 June 2016

The Minutes of the last meeting was agreed and signed as a true record.

3.Bonds Farm Application

It was noted that the Housing Enabler had made an enquiry into the application, which now fell below the threshold for the provision of affordable homed. He had noted that there was currently a need for 6 affordable homes in Atherington.

It was agreed to request details of those requiring affordable homes, as the parish council was not aware of any in need. 

 

46.Finance

47.Parish Council Website

It was agreed to proceed with a website, it being noted that free websites were available. Clerk to make enquiries.


49.Playing Field

It was reported that the committee were looking to purchase items for the Trim Trail, or outdoor Table Tennis.

The Summer Fete had been very successful and enjoyed by all.

A joint event with the Church was being planned for 13 August.

Beaford Arts would be providing an event in October, based on the Great Train Robbery.


50.Correspondence

1.The agenda for the next Parish Forum on 9 August had been received and circulated to councillors.

2.Details had been received of a Public Consultation on proposed improvements to the A361 Link Road, mainly between South Molton and Bideford. This had been identified as the busiest section, and that the average speed of traffic was 47mph. it was hoped that the improvements would help to increase the speed of traffic and improve traffic flow. These included improvements to junctions and introduction of three lane sections. The on-line consultation ran until the end of July.

3.Highways had advised three Road Closures in Atherington. Details had been circulated to councillors.

4.DALC Newsletter – July.  Noted.


51.Matters Arising at the Chairman’s discretion.

A request was made for a new, larger notice board. Cllr Ms Norman agreed to obtain a quote.

A request was received for the tree in the square to be trimmed. It was noted that the branches were now touching the electricity cables. Clerk to contact Highways.
